The Delivery System as outlined by Sport England (2007) is sport's delivery chain, meaning that it is a complex network of organisations, including central and local government, agencies and bodies from the private and third sectors that need to work together to achieve public sector sporting outcomes.

Government is keen to increase the numbers of people taking part in sport and active recreation in England through 2 Public Service Agreements;

  • By 2008, increase the number of people who participate in active sports at least 12 times per year by 3% and increase the number of people who engage in at least 30 minutes of moderate intensity level sport, at least 3 times per week by 3%.
  • Enhance the take up of sporting opportunities by 5-16 year olds and increase the number of children taking part in at least 2 hours high quality sport and PE, both within and beyond the curriculum, from 25% in 2002 to 75% in 2006 and 85% in 2008.

Both targets rely on complex relationships between national and local government, and agencies and bodies from the voluntary, community and private sectors working together to get more people, more active, more often.
